Housing & Code Enforcement Division (910) 433-1056
Responds to concerns from citizens, and oversees nuisance enforcement and ongoing compliance with City codes and regulations, such as overgrown lots or yards, inoperative vehicles, maintenance of structures, illegal signs and public nuisances.

Scott Shuford is a certified planner with over 30 years of professional experience in all phases of short- and long-range planning, code enforcement, climate change adaptation and mitigation, and facilitation of strategic development. He is Fayetteville’s Planning and Code Enforcement Director. His experience includes service in senior planning positions in North Carolina and Florida, and as a planning consultant. He is the former Asheville Planning Director (1999-2007) and Onslow County Development Services Director (2009-2011).
As a consultant, Mr. Shuford was retained by the University of North Carolina Asheville and NOAA's National Climatic Data Center to facilitate outreach to city planners regarding climate change. In that capacity, he co-authored a 2010 American Planning Association report titled Planning for a New Energy and Climate Future. He is also a co-author of the American Planning Association’s Climate Change Policy Guide.
Mr. Shuford is a member of the American Institute of Certified Planners, the American Planning Association, the NC Chapter of the American Planning Association Executive Committee, the Sustainable Sandhills Board of Directors, and the Urban Land Institute. He is a former member of the Technical Advisory Committee of the Southeast Regional Climate Center and the Cape Fear River Assembly Board of Directors.
