City Hires Assistant City Manager
(Fayetteville, N.C.) — The City of Fayetteville has hired Dr. Telly C. Whitfield as an Assistant City Manager, effective Sept. 5. Whitfield joins City Manager Doug Hewett, Deputy City Manager Kristoff Bauer and Assistant City Manager Jay Reinstein in the City Manager’s Office. He will oversee the Budget & Evaluation, Information Technology, Human Resource Development, Strategic Performance Analytics and Finance departments, as well as the City Clerk’s Office.
Having previously served as Assistant to the City Manager in Newport News, Va., Telly brings a vast amount of experience to the table. He has a proven track record of success in his 15 years of municipal management experience.
In Newport News, Virginia’s fifth largest municipality, Whitfield managed the organization’s outcome-based performance measurement framework, and served as the lead for the Strengthening Neighborhoods Initiative and the recently federally funded Choice Neighborhood Transformation Plan, being conducted around one of the region’s most distressed public housing sites. He held that position for nearly four years.
Prior to his tenure in Newport News, Whitfield served in Fairfax County, Va. as a Management Analyst for Strategic Performance & Community Capacity, a Regional Human Services System Manager and a Management Analyst for Regional Community Development. Telly was in Fairfax County for nine years.
For the City of Rockville, Md., Whitfield was a Management Analyst in the City Manager’s Office and a Neighborhood Resources Coordinator. He served in Rockville for three-and-a-half years.
Telly was the Northern Virginia MPA Program Coordinator for two years at Virginia Polytechnic Institute & State University’s Center for Public Administration and Policy in Falls Church, Va.
“A common theme throughout Dr. Whitfield’s career has been the ability to develop relationships with elected officials, senior management, frontline staff, community-based organizations and civic groups in order to produce sustainable system and community change,” City Manager Doug Hewett said. “We are grateful to have someone with his knowledge and experience serve as Assistant City Manager in Fayetteville. I look forward to the energy and enthusiasm he will bring to our organization.”
Whitfield holds a Ph.D. in Public Administration and Public Affairs from Virginia Polytechnic Institute & State University and a Bachelor of Arts in Political Science from Hampton University.
