PFC Program Description:
PFC Effective Dates: October 11, 2018 - July 1, 2021
PFC Level $4.50

Explanation of Projects:
PWE-1 - Design & Bidding - Airline Terminal Improvements (Impose & Use) Total PFC $ 1,573,551 (100% of Cost)
This project reimburses for terminal design work beyond what was expected as part of Airport Improvement Program (AIP) 43. AIP 43 had design and construction components associated with the existing airline terminal building and terminal area infrastructure. The Airport Master Plan Update Part 1 component identified the need for a program of airline terminal improvements to support air carrier service at Fayetteville over the next 10 to 20 years. Included were renovations and expansion of the existing terminal building. The total heated space will increase from approximately 85,000 SF to approximately 99,000 SF. The program includes a new vertical circulation element, new curb front canopy and new entry vestibules added to the front of the terminal building; reconstruction of Concourse A and the main terminaVconcourse connector; a new outbound baggage make-up canopy structure; new roof, glazing and exterior wall systems; electrical and HVAC system improvements; and interior renovations. The program will enhance building code compliance, including the addition of fire sprinklers, ADA improvements, energy code improvements, and electrical code improvements. The project includes modifications to the terminal access road, utilities and general civil construction in support of building construction. Passenger flow and terminal capacity will be improved by this project.

PWE-2- Passenger Boarding Bridges (2) (Impose and Use)
Total PFC $1,352,650 (65% of Cost)
As part of Terminal Renovation Phase I, the airport will install two new passenger boarding bridges on the newly constructed concourse ( old Concourse A). The airport also owns two 1978 vintage Passenger Boarding Bridges (PBB' s) on Concourse B, which are overdue for replacement. Replacement bridges were originally included in the Terminal Renovation Phase I project as bid alternates, but they were ""value engineered'"' out due to funding constraints. The North Carolina Department of Transportation (NCDOT) has provided a limited funding source for purchase of these bridges and FAY requests PFC funding to pay for the 65% of cost not funded by NCDOT. Passenger flow and terminal capacity will be improved by this project.

Total PFC for PWE-1 and PWE-2 is $2,926,201
