The Economic & Community Development Department administers the federal Community Development Block Grant and HOME Investment Partnership Grant and is committed to providing quality service and opportunities to citizens in need of decent, safe and affordable housing; supporting entrepreneurship through loans, grants and programs that result in job opportunities for low to moderate-income citizens and the expansion of the City's tax base.
Fayetteville Redevelopment Commission
The Fayetteville Redevelopment Commission is appointed as the primary citizen participation mechanism for projects planned and implemented through the City's Community Development Block Grant and HOME programs. The Fayetteville Redevelopment Commission formulates and recommends policy to the City Council on housing and community and economic development issues with emphasis on older, declining lower income neighborhoods; and plans and implements the City's Community Development programs.

Economic Development Programs
Economic Development is a division of the Economic & Community Development Department and provides economic opportunities for small businesses within the Fayetteville city limits. It seeks to create positive community investment situations resulting in job opportunities for low to moderate income persons and expansion of the tax base. We provide loan and grant program information to stimulate economic growth in the City of Fayetteville. These programs include:

Cynthia Blot, Economic & Community Development Director
Cynthia Blot is the Economic & Community Development Director for the City of Fayetteville. Prior to her appointment, she served as the Community and Economic Development Manager for the City of New Bern. Her background includes over 15 years in banking and five years as the Small Business Center Director at Craven Community College. She was instrumental in the City of New Bern receiving more than $2 million in grant funds from the U.S. Economic Development Administration and Golden LEAF Foundation to further community and economic development initiatives.
Cynthia has served on a number of community and economic development boards, including the International Economic Development Council’s Public Policy Committee, REVIVE 5-Implementation Committee, Paint Your Heart Out New Bern, Utilities Strategic Plan Advisory Committee, Neuse Trent Housing Alliance-Coordinated Assessment Lead, Rotary Club fundraising committee, The Entrepreneur Center of Craven County, Tryon Civitan Club, and chaired the Choice Neighborhoods Economic Development Transformation Plan.
She holds a Bachelor of Science degree in Business Management and a Six Sigma Green Belt certification. In May 2018, she has earned her Master’s Degree in Public Administration from East Carolina University. She has received a graduate certification in Economic Development from ECU. Blot is a native of Irvine, Calif. and has three children. Two of her children currently attend East Carolina University.
