"White Flag" Emergency Inclement Weather

Procedures and Locations For Refuge

When NOAA reports Temperature or Wind Chill falls below 32 

Please refrain from seeking refuge in unsafe and unsecured buildings

The "White Flag" program is a voluntary effort with non-profit agencies and church organizations to help provide shelter and supplies when temperatures drop dangerously low. When temperatures drop below 32 degrees, additional shelters are opened for the homeless and a white flag will be posted outside the front entrance of each location. 

Hope Center located at 913 Person St.

  • Females Only
  • Check in 6-7:30 p.m.
  • Serve Dinner
  • No fees
  • No criminal check
  • Must leave by 7:00 a.m. each morning 
  • POC: Toi (910) 483-1974


Salvation Army located at 220 E. Russell St.

  • Families, Males, Females
  • Check in 6-7:30 p.m.
  • Must leave by 7 a.m.
  • Serve Breakfast, Lunch, Dinner
  • No fees
  • Transportation will be provided from Salvation Army to Operation In As Much for breakfast Mon-Fri.

True Vine Ministries located at 5315 Morganton Rd.

  • Families, Males, Females
  • Check in 6-7:30 p.m.
  • Serve Dinner
  • Must leave by 7 a.m.
  • No fees
  • No criminal check
  • Transportation will be provided from True Vine to Operation In As Much for breakfast.
  • POC: King (910) 366-4815 


Operation In As Much located at 531 Hillsboro St.

  • Day Center Only for everyone
  • Open for Breakfast 7-8:20 a.m. (will serve as secondary site if needed)
  • Can stay and watch movies until 11:30 a.m.
  • Transportation will be provided
