The Unified Development Code (Chapter 30 of the City Code) became effective August 1, 2011. The Code is one of the City's important tools in encouraging new development and renovation that helps move the community toward its goals of being a better, more attractive place to live, work and recreate, and for a diverse and viable local economy.

EnCode Plus is presented in an interactive format to assist the user in quickly accessing the desired information. You can read any section of the entire Code of Ordinances by clicking on the View button above and navigating to the section using the folders displayed on the right side. You can also search for a particular item by clicking on the Search button. The Favorite Links and Favorite Tables buttons have portions of the Code that are frequently used.
The Maps button provides access to the City's GIS-based map with map layers that include zoning, parcels and Council districts, and for individual parcels, links to the zoning district regulations and owner/parcel information for the selected property. The Land Use Lookup button enables you to see what districts allow a selected use and if you want to research availability of properties, you can go to a map showing where those zoning districts are located, linked to the local Board of Realtors' current MLS (Multiple Listing Service).
Unified Development Ordinance
Since the adoption of the Unified Development Code (Chapter 30 of the City Code) Staff has made adjustments to establish an even better fit with local practices and conditions while furthering the community goals. Incentives, new uses and overlays, and increased flexibility in certain areas are part of a growing "redevelopment toolbox." Adjustments to standards and increased alternatives have effectively integrated tree preservation goals with landscaping, parkland and open space. Other adjustments will continue, all aimed toward balancing the public interests in appearance and stable or increasing property values with the principal objectives of private (re)development. The newest tool, the EnCode Plus version of the City’s Code makes it easy to access and use the regulations in their most current form.
The Planning & Code Enforcement Department staff is committed to helping applicants move through the various permitting and review processes and standards as smoothly as possible. Staff would be glad to continue meeting with neighborhood and professional groups or hold a work session on particular aspects of the Code. Comments during these meetings and with people who use the Code regularly have resulted in numerous corrections and adjustments to date. Continued feedback from users is essential in addressing areas that are unclear, seem inaccurate, or that may warrant some adjustment or amendment to better achieve community goals.
