Assistant City Manager
Dr. Whitfield has been with the City of Fayetteville since September 2017, when he was hired as an Assistant City Manager. He brings two decades of municipal leadership from Maryland and Virginia to the City and oversees the Budget & Evaluation, Information Technology, Human Resource Development, and Finance departments as well as the Strategic Performance Analytics and City Clerk’s offices.
Previously, Dr. Whitfield served as Assistant to the City Manager in Newport News, Va. for close to four years. Prior to his tenure in Newport News, Whitfield served in human services system management for Fairfax County, Va. and with the City of Rockville, Md. He started his local government experience with his hometown, the City of Virginia Beach.
Whitfield was a member of the Leadership ICMA Class of 2016 and a graduate of Senior Executive Institute at the University of Virginia’s Darden School of Business. He holds a Ph.D. in Public Administration and Public Affairs from Virginia Polytechnic Institute & State University in addition to his education at Hampton (VA) University and The American University in Washington, DC.
