What is X1?

What is a Flag Stop?
A flag stop is when a rider boards the bus at a location that is not an established bus stop with a posted bus stop sign. Flagging the bus down will only be permitted along Hoke Loop Road.

FAST Discount ID
A passenger may be eligible for a discount identification card from Fayetteville Area System of Transit (FAST), if through illness, age, injury, or congenital malfunction, the passenger is unable to utilize mass transportation facilities and services as effectively as persons who are not so affected. Passengers who qualify for the discount identification are those who require special facilities (such as ramps, lifts, or a wheelchair securement system), services (such as audible bus stop announcements), or planning (such as needing an aide to accompany or needing audible crosswalk signals or curb cuts to get to a stop). Contagious diseases, pregnancy, obesity, drug/alcohol addiction, etc. are not automatic disqualifiers for Discount IDs. To apply for your Discount ID, please bring the completed form to the FAST Transit Center (505 Franklin Street), with two forms of identification (at least one must be government issued and contain a photo). It may take up to 21 calendar days to process completed applications.
Purchase Passes at Carlie C's
Fayetteville Area System of Transit (FAST) bus riders can now take advantage of added convenience while shopping for groceries at four Fayetteville Carlie C's stores. Riders can purchase FAST bus passes at the Eutaw Village, Cedar Creek, Bordeaux and Reilly Road Carlie C's locations.
Passes can be purchased at Carlie C's customer service centers: 30-day unlimited rides ($40.00), 30-day discounted passes for elderly and disabled individuals ($17.00), 30-day unlimited rides for students ($30.00) and FASTTRAC! (ADA) 20-ride passes ($35.00).
Semester Pass Program
FAST is excited to offer the Student Semester Pass to students enrolled at Fayetteville Technical Community College (FTCC) and Fayetteville State University (FSU) using our mobile ticketing app, Token Transit.
The Student Semesters Pass is only $55 for the Fall and Spring semester and $40 for the Summer. This pass offers students unlimited rides within the FAST service area. A valid Student ID must be presented to the Operator when boarding.

Steps:
- Determine how to get where you want to go - you can use your schedule and map to determine which bus route you need to take and if you need to transfer at any point. If you aren't sure which bus route to take, you can call the Information Center at 910-433-1747.
Before you call, you will need to have the following information ready: the closest bus stop to your starting point (a street address is helpful, but at a minimum, please have the route number from that bus stop sign ready) and your final destination.
- Wait at the bus stop - check your schedule to determine when the next bus should arrive.
- When you see the bus is arriving, make sure that you have your fare ready. The fareboxes only accept prepaid bus passes, $1.00 bills, and coins. Please have exact change; bus operators do not carry change. If you aren't sure how much the fare is, check your schedule or ask the bus driver. You can also view "Fares and Passes" information on our website.
- If you are making more than 2 trips in one day, it will be more economical to purchase a day pass. You can do this when you board the bus.
- If you need to purchase any other kind of pass, you will need to do so at the FAST Transit Center (505 Franklin Street). Carlie C's locations offer a limited selection of bus passes as well. Please see the Fares and Passes page for more information.
Hint: If you ride the bus often, it may be more economical to buy a multi-day pass. You may also be eligible for a reduced fare.
- If you are making more than 2 trips in one day, it will be more economical to purchase a day pass. You can do this when you board the bus.
- Wait until the bus driver indicates that you can board - sometimes they need to lower the bus or deploy a ramp first in order to assist other passengers.
- When you get on the bus, say hello to the driver! It is a nice thing to do and it can make a person's day.
- If you are not sure where you need to get off, ask the driver when you get on the bus. He or she can assist you with getting to the correct stop.
- If there are empty seats, please sit down. If the bus is full, please make sure that you hold on to the handrails and support poles to steady yourself.
- If the bus is full and an elderly or disabled person boards, please offer your seat to that person. It is the courteous thing to do. The operator may ask you to move from the fold down seats near the front of the bus if a wheelchair needs to be loaded.
- While you are on the bus, you must obey the Riders Rules of Conduct. They are posted on all of the buses, or you can view them.
- When your stop is coming up next, pull the yellow cord on the side of the bus, next to the windows. This will alert the driver that someone wants to get off. If you do not do this, and there isn't anyone waiting at the stop to board, the driver may not stop. FAST buses do not automatically stop at every bus stop.
- When the bus stops, please exit via the back door of the bus. The front door of the bus is reserved for passengers that are boarding and for those that need to use the ramp.

For Your Safety
- Riding at night? Wear light-colored clothing and carry a reflector or flashlight so the Operator can see you.
- Never cross in front of a bus unless it is stopped at a red light.
- To report an emergency or a suspicious package or behavior, tell the Operator right away or call 9-1-1.
- All FAST buses are ADA accessible.
- If you have a disability that prevents you from using the fixed-route buses, you may be eligible for FASTTRAC! Services.
Bike Policy
Bikes on Buses
All FAST Transit buses are equipped with bike racks on the front of each bus. Our easy-to-use bike racks can hold two bikes and are available on a first-come, first-served basis. Only two-wheeled adult and children's bikes fit on the bus bike racks. Motorized bikes are not allowed on any bus racks. If the bike rack is full, you will have to wait for the next bus.
Bicycles are not permitted inside the bus due to safety concerns. However, bicycles that can be collapsed and folded into a carry on bag are permitted as long as they are not placed in a seat that would force another passenger to stand.
Eight Steps for Using the Bus Bike Rack
Remember that FAST is not liable for any damage to your bike, or other property connected with the bicycle, so be sure to load your bike securely onto the rack as follows:
- Step 1: Before the bus arrives at your stop, please make sure that bike pumps and water bottles are secure so that they do not fall off during the bus trip.
- Step 2: When the bus arrives at your stop, indicate to the Operator that you will be loading your bicycle onto the rack. Remember to look closely before stepping off the curb to load and unload your bike.
- Step 3: To release the rack, squeeze the center handle and slowly lower it. If the rack is already lowered and a bike is in position, use the other available bike wheel well. If the bike rack is full, please wait for the next available bus.
- Step 4: After lowering the rack, lift your bicycle into the available wheel well, making sure that the front wheel is placed on the side labeled "front wheel." If only one bike is being loaded, use the position nearest the bus handlebars toward the curb.
- Step 5: Pull out and up on the support arm and hook the arm securely over the top of your front wheel. A spring pulls the arm back and holds the bike securely in place.
- Step 6: When you reach your destination, notify the Operator that you will be unloading your bicycle and use the front door to exit the bus. Raise the support arm up off the tire and return it to its original position.
- Step 7: Lift your bike out of the bike rack. If the bike rack is empty, please return the rack to its upright position.
- Step 8: Step away from the bus and onto the curb with your bike. Indicate to the Operator that you are clear of the bus.
Reminder: Fayetteville Area System of Transit is not responsible for lost or stolen bicycles. It is advised to sit near the front of the bus so that you may monitor your bike during your ride.

Rider Rules of Conduct and Exclusion Policy
Fayetteville Area System of Transit has established a Rider Rules of Conduct Exclusion Policy to outline conduct deemed inappropriate on FAST vehicles and properties, bus shelters, bus stops, and transfer points. This policy is intended to provide a safe, secure, and comfortable environment for ALL FAST employees and FAST passengers.
The rules listed below are not all-inclusive; as additional rules and regulations may apply.
RULES:
THE FOLLOWING ACTIONS/ACTIVITIES/BEHAVIORS ARE AGAINST OUR RULES AND WILL NOT BE TOLERATED WHILE YOU ARE PRESENT ON OUR VEHICLES OR FACILITIES.
- Eating or drinking on any FAST vehicle (ONLY water may be consumed on a FAST vehicle and must be stored in a clear container which has a screw top lid). Restaurant cups and coffee mugs/cups are not permitted onboard FAST vehicles.
- Using an audio device (e.g. portable radio, tape, CD player, TV, etc.), unless such equipment is used with earphones so that sound is limited to persons own listening and not disruptive to others.
- Standing in front of the standee line (yellow or white line on the floor of the bus).
- Bringing any animal onto FAST vehicles or F.A.S.T. property, except service animals.
- Bringing on-board any large articles, packages, baggage, non-collapsible strollers or baby buggies which block the aisle and/or restrict the free movement of passengers.
- Engaging in and/or acting indecent, profane, boisterous, unreasonably loud, demeaning, or disrespectful manner towards FAST employees and/or FAST passengers.
- Engaging in unauthorized canvassing, selling, soliciting or distributing of any material on-board FAST vehicles or facilities.
- Boarding unattended minors: children (5) five years of age and under must be closely accompanied at all times by an older responsible individual.
- Roller-skating, roller-blading, or skateboarding on buses or at the transfer facility.
- Hanging or swinging from stanchions or other FAST vehicle or facility equipment.
- Hanging out, reaching out, or putting anything out of a FAST vehicle window.
- Willfully refusing to pay a fare or refusing to show appropriate fare media to the FAST vehicle operator, when requested to do so.
- Misuse of fare media, including counterfeit or stolen fare media.
- Obstructing or interfering with the FAST vehicle operator’s safe operation of the vehicle.
- Disorderly or inappropriate conduct which is inconsistent with the safe, orderly, and comfortable use of FAST vehicles for their intended purpose.
- Smoking or carrying a lighted or smoldering pipe, cigar, or cigarette on a FAST vehicle or inside a FAST facility.
- Attempting to load and/or use a personal transportation device which violates FAST safety policies (e.g. motorized bikes, mopeds, gasoline/fuel combustion type vehicles, or oversized wheelchairs which are larger than that which is deemed appropriate by A.D.A. guidelines.)
- Fighting or instigating fights.
- Behavior that is perceived to be disruptive, harassing, or threatening in nature to others.
- Causing sounds that are unreasonable and highly disruptive to other individuals using FAST facilities or services, including but not limited to: prolonged loud, abusive, indecent, profane conduct.
- Displaying drunken behavior which may endanger FAST passengers and/or FAST employees.
- Loitering on FAST property (Non-employees of FAST shall not remain on FAST property except for conducting FAST business).
- Attempting to board a FAST vehicle and/or enter a FAST facility without acceptable clothing attire (must include shoes and shirt at all times).
EXCLUSION ACTIVITIES:
- Bringing any items of a dangerous nature on-board FAST vehicles including but not limited to: weapons (pistols, rifles, knives or swords); flammable liquids; dangerous, toxic or poisonous substances; vessels containing caustic materials, chemicals, acids or alkalis; sheet glass and sharp objects.
- Stealing or willfully damaging, defacing or destroying FAST property. The City will prosecute anyone who steals or willfully damages, defaces or destroys City property.
- Lighting an incendiary device on the bus (e.g. match, lighter, torch).
- Indecent exposure.
- Entering or remaining on FAST vehicles, after having been notified by an authorized FAST representative not to do so, or boarding or remaining on FAST vehicles and/or FAST property during any period when an individual has been previously notified of their exclusion from FAST vehicles and/or FAST property.
- Possession, distribution, and/or being under the influence of narcotics, illegal drugs, and/or drug paraphernalia.
- Engaging in violent acts, violating an individual’s “personal space”, and/or instigating or threatening acts of violence towards any FAST employee and/or FAST passenger.
- Assault or threat of assault on a FAST passenger or FAST employee.
PROCEDURE:
An operator or other authorized representative shall make one request for the prohibited behavior to cease/stop. If the behavior continues, then additional authorities personnel may be called to respond immediately.
If physical contact/violence is involved-then Law Enforcement MUST be notified at once. CALL 9-1-1
VIOLATIONS OF THESE RULES MAY RESULT IN PERSON(S) BEING EXCLUDED FROM USE OF FAST SERVICES PERMANENTLY AND MAY INCLUDE CRIMINAL CHARGES, AND ARREST BY LOCAL, STATE, AND/OR FEDERAL LAW ENFORCEMENT AUTHORITIES.

City of Fayetteville Transit Department: Rider Rules of Conduct Exclusion Policy
Fayetteville Area System of Transit (FAST) is the City of Fayetteville’s transit system committed to the safety and security of its customers – both internal and external - as well as the security of its service fleet and property. FAST has established a number of policies to promote the safety and comfort of its customers, protect its employees, facilitate the proper use of transit facilities and services, protect transit facilities and protect its vehicles. As FAST takes the safety and security of its customers seriously, we work closely with law enforcement and onsite security to monitor and address any/all issues; however, we still need your assistance. If you see something, say something! Every safety and security concern of yours is a concern of ours.
1. Determine how to get where you want to go.
You can use your schedule and map to determine which bus route you need to take and if you need to transfer at any point. Other tools to help you travel are the Google Trip Planner, and the TransLoc Where's My Bus.
2. Arrive to the bus stop 5-10 minutes ahead of the scheduled departure time.
Many stops serve multiple bus routes. This ensures that you are at the right stop and get on the right bus. For safety, never run after the bus.
3. Have your exact fare ready when the bus arrives.
The fareboxes only accept pre-paid bus passes, $1.00 bills, $5.00 bills and coins. Fareboxes and Bus Operators do not give change. Passes can be purchased at the FAST Transit Center and select Carlie C’s locations.
4. Know your stop.
If you are not sure where you need to get off, ask the driver when you get on the bus. He or she can assist you with getting to the correct stop.
FAST makes every effort to provide a secure and safe environment for its riders. As a customer, please be mindful of your surroundings and remember — IF YOU SEE SOMETHING, SAY SOMETHING!
Suspicious Activity
If you see someone acting suspiciously, see smoke, notice an odd smell, or witness anything unusual, immediately tell the bus driver, FAST employee, or call 911.
What to watch for:
- Someone hiding something on FAST property, including buses;
- Someone filming or taking excessive photos of transit operations and equipment;
- Someone wearing clothes not consistent with the time of year such as a winter coat in the summer;
- Unattended packages. If you find an unattended package, tell the bus driver or a FAST employee immediately. If you see someone unintentionally leave a package on a bus, politely bring it to their attention.
On the Bus
Stay Alert and Awake
- Do not sleep on the bus or become too engrossed in a book.
- Keep personal audio players at a low volume at all times, and use headphones.
- Be wary of noisy passengers arguing or causing a commotion. This could be staged to distract you.
Keep Yourself and Your Belongings Safe While Riding
- Keep your belongings close to you.
- Conceal expensive electronic equipment and jewelry.
- Carry wallets in a front pants pocket. Carry purses and bags on your arm (or close to your body) and/or place in your lap.
- Please be seated if there are empty seats.
- When standing, hold on to vertical bars or grab handles. Never lean against doors.
- Keep aisles and doorways clear.
- Keep body parts, bags, purses, and strollers free of closing doors.
- Keep all items inside windows to include arms, hands, and clothing.
- Obey the “Rider Rules of Conduct” posted on all buses.
- In case of an emergency, follow the emergency exit instructions listed on windows, ceiling escape hatches, and near the rear doors.
Exiting the Bus
- Use the rear side door to exit.
- Remove headphones in order to hear traffic.
- If you must cross the street, cross behind the bus and use cross walks when available.
Prohibited Activities
Bringing items of a dangerous nature onboard transit vehicles and property (i.e. knives, swords, flammable liquids, toxic/poisonous substances, vessels containing caustic materials, chemicals, acids or alkalis, sheet glass, sharp objects, etc.) is prohibited. Concealed weapons are also prohibited at all transit facilities and on transit vehicles in accordance with City of Fayetteville Ordinance (Chapter 19, Section 18-7. Firearms).
Prohibited activities include:
Carrying weapons of any kind (including explosive materials); smoking (including e-cigarettes) or chewing tobacco; possession, distribution, and/or being under the influence of narcotics, illegal drugs, and/or drug paraphernalia; harassment of any kind; profanity; playing of any type of audio device without the use of headphones; illegal acts such as assaults, panhandling, soliciting, gambling, graffiti, or theft. No pets are allowed on FAST vehicles, except for certified service animals.
Report Crime Immediately
Whether you are a witness or a victim of a crime, call 911 and give a complete description of the offender(s), including details such as sex, height, weight, race, distinguishing marks and clothing.
Threats or Hoaxes
Real or implied, threats or hoaxes are felony crimes and will be aggressively investigated and prosecuted.
Exclusions
In the event a prohibited behavior/action is observed or identified, FAST has the right to exclude such person(s) from transit facilities, vehicles and/or services. Specific details regarding exclusions are contained with FAST’s Exclusion Policy (i.e. offenses, procedures, appeal process).
