Dr. Gerald A. Newton, AICP

 BiographyDr Newton

Dr. Newton is the Director of Development Services for the City of Fayetteville, serving since October 2017. He has over 30 years of executive steward leadership of public and private multi-state, local government, and business experience leading teams and communities in transformative work, development, and growth including resolving complex real estate development and redevelopment, business, land use, and regulatory issues. He is married and has four children, a son-in-law, and three grandchildren.

As the Director of Development Services, his department is responsible for the city’s planning, zoning, building inspection, permitting, and codes enforcement, all of which is done in conjunction with other departments, the city manager’s office, and the city council.

Before Fayetteville, Jerry served as the Planning and Development Director of Licking County, Ohio, and its related transportation metropolitan planning organization for six years. In Ohio, he also served on local economic development, tourism, extension, and community college advisory boards and commissions. His extensive service includes public sector work as Director and Zoning Administrator of Boone County Planning Commission (KY) and Cabarrus County Planning and Development Area Manager (NC). His private sector work includes Shoe Show Director of Planning and Development (NC), David Drye Company Land Acquisition Manager, and Jerry Newton Real Estate and Development.

Dr. Newton holds two undergraduate degrees from East Stroudsburg University, a Master of Arts in Geography (Western Illinois University), and earned his Doctorate of Executive Leadership (DEL) degree from the University of Charleston (UCWV). Dr. Newton also facilitates online organizational leadership courses as an adjunct professor at UCWV.
