FAYETTEVILLE, N.C. - The Fayetteville City Council met April 22 at 6:30 p.m. in the City Hall Council Chambers to discuss matters relevant to the city.
The meeting was called to order at 6:30 p.m. followed by the invocation given by Pastor David Woodhouse from Hay Street United Methodist Church and the Pledge of Allegiance lead by Mayor Mitch Colvin and City Council.
There were four ANNOUNCEMENTS AND RECOGNITIONS made during the meeting.
Mayor Colvin administered the Oath of Office for the Appointment as City Attorney to Ms. Lachelle Pulliam.
Mayor Colvin presented a proclamation for Economic and Community Development Month to Mr. Christopher Cauley, Economic & Community Development Director and staff.
Mayor Colvin presented a certificate of excellence to Ms. Teralyn Harris in recognition of her hard work, dedication and outstanding performance as a young gospel singer who graced the stage of the legendary Apollo Theatre.
Councilmember Mario Benavente stated there will be an in-person town hall meeting at E.E. Smith High School located at 1800 Seabrook Road. The meeting will take place in the auditorium and is to discuss the potential of building a new E.E. Smith High School. The meeting is scheduled for April 23 at 5:30 p.m.
The CITY MANAGER REPORT included the following items:
Assistant City Manager Jodi Phelps presented information about the Public Safety Summit. Phelps stated the Public Safety Summit will be on Tuesday, April 30 at 1 p.m. at the Fayetteville State University Student Center. She stated that staff has finalized most of the details and logistics and several dozen attendees that deal in areas of the Office of Community Safety have confirmed their attendance. The goal of this summit is to have a robust dialogue and create a landscape analysis to help Council in their conversations on the path to create the Office of Community Safety with impact.
ECD Director Christopher Cauley provided an overview of the administrative report concerning the Broadell Community Historic Survey. Cauley stated the first step was to apply for a Certified Local Government Grant from the North Carolina Department of Historic Preservation. The City was awarded the grant and hired architects that specialize in African American History to do an architectural survey of the property, conduct community roundtables with elders, review archives at FSU and create a packet for submission to the state. The state subsequently approved Broadell to be on the list of historic places to study. Staff is currently working to apply for a second grant to write a nomination to add Broadell to the national register of historic places. This application is due May 10.
Councilmember D.J. Haire moved to APPROVE THE AGENDA. Councilmember Courtney Banks-McLaughlin seconded the motion, and it was APPROVED unanimously (10-0).
The City Council acted on 17 CONSENT AGENDA items during this meeting. The Consent Agenda is a group of items that are considered routine whereby all items are passed with a single motion and vote. City Councilmembers can remove items from the Consent Agenda for further discussion prior to voting.

Councilmember Benavente moved to approve the CONSENT AGENDA. This was seconded by Councilmember Davis. This motion PASSED unanimously (10-0).
The City Council conducted one PUBLIC HEARING during this meeting. A public hearing is an opportunity for residents to address the Council directly on specific issues in an effort inform them of the opinions of residents. The following public hearing were held:
The Fiscal Year 2024-2025 Housing and Urban Development Annual Action Plan for Community Development Block Grant, HOME Investment Partnerships Program, and Housing Opportunities for People with HIV/AIDS and 2023-2024 Substantial Amendment was presented by the Economic and Community Development Department for adoption. During the OTHER ITEMS OF BUSINESS, ECD Director Christopher Cauley presented the item “Authorization to Apply for North Carolina Department of Commerce Rural Economic Development Grant for Phillip’s Towing Services, Inc.”
Councilmember Hondros moved to adopt the resolution for the North Carolina Department of Commerce Rural Economic Development Grant for Phillip’s Towing Services and authorize the Mayor and City Manager to sign the grant application.
