FAYETTEVILLE, N.C. - The Fayetteville City Council met Oct. 14 at 6:30 p.m. in the City Hall Council Chambers to discuss matters relevant to the city.
The meeting was called to order at 6:39 p.m., followed by the invocation offered by Pastor Carol Dillard, Integrity Ministries Global Church, and then the Pledge of Allegiance lead by Mayor Pro Tem Kathy Jensen and City Council.
There were several ANNOUNCEMENTS AND RECOGNITIONS made by Mayor Pro Tem Jensen and Council.
- Councilmember Derrick Thompson announced:
- A reminder to everyone that October is Breast Cancer Awareness Month.
- The Alzheimer’s Association Eastern North Carolina is hosting a Walk to End Alzheimer’s in Fayetteville on Oct. 26, at Segra Stadium, 460 Hay Street.
- A Gun Violence Call to Action Forum is scheduled for Oct. 18 at The Diamond Venue, 328 Gillespie Street from 6:00 - 9:00 p.m.
- Early voting begins Oct. 17.
- Councilmember Courtney Banks-McLaughlin announced:
- The Community Sustainability Workshops schedule for Oct. 15, at Bill Crisp Senior Center, 7560 Raeford Road and Oct. 16, at Senior Center East, 917 Washington Drive.
- Fayetteville Technical Community College is hosting a Youth Health Dental Forum at the Tony Rand Student Center, Oct. 19 from 10:00 a.m.- 2:00 p.m.
- WIDU is hosting their anniversary celebration on Oct. 24-25, at the Crown Complex.
- Councilmember Malik Davis announced:
- Harvest Family Church is hosting their Fall Community Festival on Oct. 19, at 6575 Fisher Road.
- Councilmember Deno Hondros announced:
- Recognition of Oct. 14 as Indigenous Peoples’ Day
- Mayor Pro Tem Jensen presented proclamations to:
- Jelisa Montalvo in honor of her grandmother, Mrs. Dorothy McEachern, Founder of Dorothy’s Catering.
- Mr. Steve Goodson, Mr. Fred Baker, and Visionaries from The Vision Resource Center in honor of Blindness Awareness Month.
During the CITY MANAGER’S REPORT, Fire Chief Kevin Dove provided an update to the City Council on the community efforts to aid our family members in Western North Carolina.
The PUBLIC FORUM featured remarks from four people on various topics including concerns about speeding, citizen’s rights, grants and the workforce. Additionally, the council received praise about the reception of a microgrant and the consideration for the use of therapy dogs.
Councilmember D.J. Haire moved to APPROVE THE AGENDA. Councilmember Banks-McLaughlin seconded the motion and it PASSED UNANIMOUSLY (9-0).
The City Council acted on nine CONSENT AGENDA items during this meeting. The Consent Agenda is a group of items that are considered routine whereby all items are passed with a single motion and vote. Members of City Council can remove items from the Consent Agenda for further discussion prior to voting.
Councilmember Mario Benavente moved to approve consent agenda with the exception of 8.0A2(Consideration of the Fayetteville - Saint Avold Friendship Alliance Cultural and Educational Exchange - Request transportation for the St. Avold visitors) which was requested for discussion and a separate vote. This was seconded by Councilmember Banks-McLaughlin. It PASSED UNANIMOUSLY (9-0).

Item 8.0A2 Consideration of the Fayetteville - Saint Avold Friendship Alliance Cultural and Educational Exchange - Request transportation for the St. Avold visitors.
Councilmember Benavente moved to approve the request for transportation for the St. Avold visitors only within Fayetteville City Limits. This was seconded by Councilmember Banks-McLaughlin. This motion FAILED (2-7). Those voting in OPPOSITION: Mayor Pro Tem Jensen, Councilmembers Davis, Haire, Greene, Thompson, McNair, and Banks-McLaughlin.
Council Member Thompson moved to approve funding for transportation for the St. Avold visitors to and from locations in Raleigh and Durham. This was seconded by Councilmember Davis. This motion PASSED(7-2). Those voting in OPPOSITION: Councilmembers Benavente and Hondros.

Two STAFF REPORTS were presented to Council during this meeting.
- Fayetteville-Cumberland Parks and Recreation delivered a presentation concerningRecreation District Cost Allocation and Funding. Council Member Hondros moved to accept the Recreation District Cost Allocation & Funding report and direct Staff to work with County at the next Commissioner’s meeting for a deadline to finalize agreement and consider their proposal within the next 45 days. The Council discussed three OTHER ITEMS OF BUSINESS during the meeting.
- The first item was the Discussion of a Potential Emergency Watershed Protection (EWP) Grant. Councilmember Thompson moved to direct staff to submit a request for assistance to USDA-NRCS for EWP funds as a result of damages caused by Tropical Storm Debby and ask the state for the additional 25% funding.
