The City Manager’s Office provides executive leadership, defined by responsible stewardship of resources, innovation, and transparency that results in operational excellence.
The mission of the City Administrative Team is to provide the executive leadership, policy guidance, personnel oversight and fiscal management necessary to establish a data-driven, result-based organization capable of accomplishing the City Council’s strategic plan.

Biography
Doug is the City Manager for the City of Fayetteville, in which he has served since April 2016. Prior to being promoted to the position, he was Interim Permitting & Inspections Director for the City. He has almost 20 years of local government experience in North Carolina, Virginia and Florida. He is originally from Supply, NC. He now resides in Fayetteville.
A former Public Information Officer for Halifax County, NC and the City of Wilmington, NC, he first came to the City of Fayetteville in May 2004 as Management Services Director, a role that focused on strategic planning and public relations for the City organization. Doug was promoted to Assistant City Manager in April 2007, a position he held until January 2012, when he became a City Manager in Florida. He earned his Bachelor of Arts degree and Masters of Public Administration degree from North Carolina State University.
Responsibilities
- Administrative leadership of City government
- Execute policies, programs, ordinances and resolutions approved by City Council
- Manage municipal services
- Prepare annual balanced budget
- Explore and develop new revenues
- Recommend policy initiatives to City Council
- Prepare reports for City Council concerning affairs of the City of Fayetteville
- Create training and development opportunities for City employees
