The mission of the City of Fayetteville’s Marketing & Communications Department is to inform and engage citizens, strengthen and expand the City’s reputation and foster community pride and cooperation. Our vision is to be a transparent provider of timely and accurate information to the public. Marketing & Communications is the public relations arm of the organization.

The City's Marketing & Communications team is the primary unit responsible for supporting, guiding and managing communications, marketing and community relations functions across the City with the support of identified key staff members in a variety of departments.

Media Relations

All media requests and requests for interviews are to go through the Marketing & Communications Office by calling Brian Rick at (910) 433-1710, emailing BrianRick@FayettevilleNC.gov, or writing to 433 Hay Street Fayetteville, NC 28301, attention Marketing & Communications. The office responds to requests for information Monday through Friday, 8 a.m.-5 p.m., and after hours in cases of emergency. In order to ensure the most timely and accurate response possible, media is to contact the Marketing & Communications office with all requests.

The City of Fayetteville, NC government uses social media to interact with residents, businesses and visitors about city-related topics, events and issues. Please note this is a moderated online discussion site and subject to North Carolina Public Records Laws, and e-discovery laws and policies.

All comments and content shared on our government-sponsored social media sites must relate to items within the jurisdictional control or authority of the City of Fayetteville, NC government.

The City of Fayetteville, NC government reserves the right to delete submissions that do not meet the purpose of this site as set out above. The following are examples of unacceptable social networking content and comments. Please note this list is not intended to be all-inclusive:

Any content or comments that do not relate to the City of Fayetteville, NC government or the authority of the City of Fayetteville, NC government will be removed.
Profane or obscene language or content as determined by the profanity filters offered
through each social media platform (such posts result in the comment/content being
blocked through social media’s profanity filter.)
Content that promotes, fosters, or perpetuates discrimination on the basis of race, creed, color, age religion, gender, marital status with regard to public assistance, national origin, physical or mental disability, or sexual orientation, or any other protected class of people.
Duplicate posts by the same author (the original post will be left intact assuming it follows the guidelines of acceptable comments or content).
Solicitations of commerce and/or, including content that contains gratuitous links (links or references to other relevant government webpages, official government sites or official city partners are acceptable).
Promotions or content related to political organizations of any type.
Advocation of illegal activity; or those that compromise safety or security of the public.
Infringement on copyrights or trademarks.
Confidential or non-public information, including but not limited to any personally
identifiable or medical information and any content that violates the legal rights of the
owner of said content.

North Carolina Public Records Law

Government records in North Carolina are public in nature unless identified as confidential pursuant to law. The City of Fayetteville must adhere to the North Carolina Public Records Law, found at N.C.G.S. Chapter 132, which provides that “the public records and public information compiled by the agencies of North Carolina government or its subdivisions are the property of the people. Therefore, it is the policy of this State that the people may obtain copies of their public records and public information free or at minimal cost unless otherwise specifically provided by law.”

The Law states that public records "shall mean all documents, papers, letters, maps, books, photographs, films, sound recordings, magnetic or other tapes, electronic data-processing records, artifacts, or other documentary material, regardless of physical form or characteristics, made or received pursuant to law or ordinance in connection with the transaction of public business by any agency of North Carolina government or its subdivisions."

N.C.G.S. 132-1.2 and N.C.G.S. 14-113.20 define "confidential information" and "identifying information." The City of Fayetteville acknowledges and adheres to these definitions and the direction provided in N.C.G.S 132-1.

The City of Fayetteville has a Public Records Fee for requests that consume staff time and/or IT resources in excess of 4 hours to collect records, consistent with NCGS 132-6.2 (b). In order for work to begin on collecting the requested records, a prepayment of 50% of the estimated Public Records fee will need to be made. Once the prepayment has been made, and the records have been collected and are ready for release, the final remainder of the Public Records Fee will need to be paid in order for the records to be released. The Public Records Fee is based on the actual time spent by staff in collecting the requested documents and the prepayment will be applied to the final balance to be paid by the requester. The hourly rate is based on the hourly cost for an Office Assistant II, which is currently $24.80 an hour. This fee may be in addition to any fees associated with the request, such as printing costs.

Loren Bymer

Loren Bymer, MS

Marketing & Communications Director

Army Veteran and experienced communications professional, Loren Bymer, has been named Marketing and Communications Director for the City of Fayetteville effective December 5, 2022. In his new role, Bymer will oversee media relations and strategic internal and external communication and marketing efforts, ensuring they align with the goals and objectives in the City’s Strategic Plan.

"Fayetteville is a City with a unique history and a remarkable spirit, and I look forward to the expertise and energy Loren will bring to telling our City's story," said City Manager Doug Hewett. "His proven track record and experience in strategic communication will be critical to the continued successful implementation of our strategic communication plan."

Bymer is no stranger to the Fayetteville community. He joins the City of Fayetteville from Cumberland County Government, where he has served as the Deputy Public Information Director since 2021. During his role with the County, he successfully developed and implemented marketing and communication strategies based on county priorities within the various departments to engage and inform residents leading to measurable results.

Prior to Cumberland County, Bymer served in several assignments as a public affairs officer during his tenure in the United States Army. Prior to his retirement from the military in 2020, Bymer served the United States Army Special Operations Command as the Director for Public Affairs, a similar post he has held in multiple units and installations.

“I look forward to becoming a member of the Marketing and Communications team for the City,” said Bymer. “Adding to the Mar-Comm team who has established a great reputation will be challenging and I am looking forward to the opportunity.”

Throughout his career, Bymer has prioritized customer experience, integrity, organization, team-building and data-driven strategy. Bymer earned both a Bachelor of Journalism in Advertising and a Masters of Science in Marketing, Communication, and Advertising from the University of Nebraska-Lincoln.
